The lower bound is 150 PPM at which point green plants die. Rice thrives between 1000 PPM and 2000 PPM. We would be better off raising the atmospheric CO2 level. The war against CO2 is precisely aimed at destruction of western civilization and ultimately depopulation of the planet.

More specifically, life on Earth is atmospheric carbon dioxide based, the reason cosmic ray radioactive carbon dating works. The human body is 65 percent atmospheric oxygen, 18.5 percent atmospheric carbon, freshly extracted for us by plants. CO2 is 73 percent oxygen, 27 percent carbon. Humans are 83.5 percent atmospheric CO2. CO2 only makes up 0.04% of the atmosphere due to suffocating plants struggling to breathe it in.

Pump cold water from the deeps, use the temperature differential to drive turbine generators, release the nutrient-rich water into the sunlight and let the algae bloom.
Most of the oceans are deserts. Everyplace that the sun can reach have been emptied of nutrients. The productive areas are where there are natural upwellings of deep water to the surface.
