They did, in 2014. "Leave Ukraine" won 95% of the votes.
The Crimea has already voted overwhelmingly to be part of Russia. The Crimea has been part of Russia since the time of Catherine the Great.

Seems to me if tiny Israel can share borders with simmering foes without guarantees, Russia and Ukraine can pull it off. It’s less a matter of “can they” than it is of “will they.”
