Schumer started to clap before he stopped himself, looked across the aisle, smirked and sat back down.
Biden then continued, "The American rescue plan helped rescue people and left no one behind."
Schumer again shot out of his chair, this time joined by many of his Democratic colleagues ,and began giving Biden thunderous applause.
Schumer's caught-on-camera false start was widely shared on social media as Biden's speech continued.

It (yet again) just shows that he (and the other democrats) are pre-programmed. Cannot - do not! - think on their own without their teleprompter and focus-grouped talking points.

Schumer is the fakest of fake politicians there is. The most dangerous place in the world is between him and TV camera.
Schumer is a putz had, nothing more, nothing less. The best part of the speech was that Nancy Pelosi will never again be seated up there forcing us to watch her suck her teeth, gross.
I don’t need to see anything else ever again. All of the evidence has been seen and the conclusion is obvious.
Democrats playing to the camera’s, as everything they do is somewhat, if not totally, scripted for optics.
Schumer becomes unrestrained when new government programs requiring $billions of dollars from the taxpayers are mentioned.

I think there was a SNL skit years ago with Bush doing the SOTU and Dan Quayle was always standing up and clapping at the wrong time.
