I suspect what he’s going to do is depose the current government, capture or kill key figures, then pull back to the two separatist provinces.

I’m going to guess you’re not aware that the Russians have upgraded their choppers since Afghanistan and most Western MANPADS weren’t significantly upgraded.
Here’s an Mi-8 taking a solid contact hit from a MANPADS in Syria and shrugging it off. Russian choppers are armored now.

Would you announce the existence and photograph such a convoy? It would be a tempting target to Russian jets and high altitude bombers.

Wouldn’t do a lot of good. Tomahawks aren’t stealthy, they’re slow and the Russians would see them in plenty of time. They also have massive missile (both ballistic and cruise) defenses around Moscow. And they have Dead Hand, which is known to be twitchy.
