Appeasement would be the case if this were some sort of powerful foe. As you have already pointed out, the Russians are weak and ineffectual...a shadow of the phantom of the Soviet Union you seem to believe still exists. He is "no Hitler" after all. This isn't appeasement, it's more like...indifference.
Reagan and his policies alone didn't break the financial back of the Soviet Union, he helped give it the final push, though. It's collapse was the result of a long and untenable fiscal conflict with our capitalist republic, one we could sustain and one they could not.
This strength you speak of, has gone nowhere. The United States is still the most powerful nation and military on the face of the Earth. We still stand astride the world like a Colossus, even with the socialist and fascist morons presently residing in the White House and Congress. Taking a neutral approach to this situation doesn't change that in any way.
However, let's assume this fantasy becomes a reality. Putin loses all sense and invades the Ukraine, plunges Russia into what is sure to be an endless guerrilla conflict with Ukrainian separatists happily supplied by the West's military-industrial machine. What happens next?
