(FWIW, a CR-3 is a low level clerk in GouvFedCan (or at least when I lived in d’Ottawa 30 years ago). An FI-4 is an upper level Funance Officer.
Chances are ‘Zexi Li’ speaks Engrish at a Gr 2 level, and is FOTB (fresh off the boat) from China. Heck, perhaps even a PLA plant.
