That might not be far from the truth. My big question is what is on the swab. It’s just odd to suggest healthy people not showing symptoms to keep getting tested.

You don’t send anything in. You swab your nose or your cat’s ass, dunk the swab in a little test tube of reagent, then drop a certain number of drops in a little hole in the test strip.
You wait 15 minutes, and if a red line shows up on the strip, it’s a positive. All in your home and you don’t have to report it to anyone, positive or negative.
I don’t have anything to claim. I use the short form each year, and have been fortunate to get my refunds without delay. I just sent my 2021 form in a week or so ago, so we’ll see how long it takes. I resisted direct deposit for many years, but last year opted for it, so I’ll keep my fingers crossed. Hope you hear from them soon.
I don’t think the government is asking it, but some workplaces are. My husband went back to on-site work with a full staff only recently, and they needed a test before that.
You can leave me out of any Biden nose swab.
