If the mail is from Houston then they are likely democrat registrations.

When the the votes are in you let the police deliver the ballots to who knows where. Post office employees are union. So are the cops but who can you trust more? Once they arrive at the county spot all bets are off. Perhaps the National Guard in all states should be on duty those few days.

There could be a way to tell the party registration by looking at the envelope. Maybe a hole punched in the outer envelope that reveals certain information, different spacing of the return address as it shows up on the envelope, or a bar code that ends in certain numbers that can be scanned with a separate, non post office scanner made just for ID'ing ballots.
