This only comes into play when people want to follow the rules. If they don’t, it isn’t worth the paper it is written on. POutin doesn’t care about it.
By January 2015, the Minsk Protocol ceasefire had completely collapsed. So what are they going to try to bail out Biden with now. It’s the same as using a diplomatic effort with Muslims in the middle east. If the agree to the rules, it never would have happened. But they have their own rules and don’t care about yours.
This is a civil war generated by natural resources and money. What does that have to do with being honorable? And it’s none of our business.
