Speaking at a media conference today, Victorian premier Dan Andrews revealed to the Australian people that the national cabinet had been debating making the COVID-19 booster shot mandatory to be labeled “fully vaccinated” in the sovereign country.
During his remarks, Andrews stated, “This is not an option, not an add-on, not ‘a good thing to have.’ I think we’re close to a change in policy that will simply reflect the fact that in order to be fully protected, you need three doses, not two plus an optional extra, to in fact be fully vaccinated. You need three.
“We can all be proud, as a Victorian community, that 93 per cent-plus of us have had two doses. We need to make sure the number of those with a third dose grows every day. It’s a common-sense thing. We need to make it easier for people to get that third dose, and I think Victorians will absolutely do that.”
While Andrews discussed the booster becoming mandatory and how people will most likely conform, one of those citizens, who already received both jabs, decided to upload a video of her own. And unlike his comments, the woman wasn’t eager to get yet another jab when the first two have shown to not stop the spread or one from contracting it.

It's not clear in your description (and it's none of my business anyway) if your brother's condition actually improved (after the first two shots) or if the out-of-state flight surgeon approved him because he didn't think this should ground him.
In any event, if he had a swelling and enlargement of the heart I would think that not only would that mean he would require a medical waiver to fly, but that it would mean he couldn't take another shot on top of the two he took.

Each new booster raises the odds against them.
This is always the excuse that is used for doing nothing. Sounds true, but it is why they get away with stepping on the gas peddle even harder. They know we will do nothing.
They will clamp down more because of your fear and knowing that is what gives them the whole highway.

Pandemic of Bureaucracy.
My little brother the longtime airline captain got the first two Pfizer shots. At his next FAA flight physical, a few weeks later he was grounded because his heart was found to be swollen and inflamed. He went to several specialists, they took a lot of images, and all told him he probably would not be allowed to fly again.
The airline was canceling hundreds of flights because of a shortage of pilots. They fired a bunch for not getting the “vaccines” and some like my brother were grounded with problems likely related to the “vaccines”.
Someone from the airline called my brother after he had been off for a couple of months and told him to go to a flight surgeon in a different state and that guy wrote him a waiver. There had been no change in his condition. He was having no symptoms other than a slower than normal heart rate.
After being back in the cockpit again for a couple weeks, he was told that he needed to get the booster, or he would no longer be considered to be vaccinated and would be fired.
He got the booster and within a couple days he started having chest pains and difficulty breathing. He had to go to the emergency room. His now very well documented condition had taken an unexpected and surprising turn for the worse. Fortunately, it didn't happen while he was flying.
Is that precise enough for you, or have I left out some important detail that you need to get a clearer picture?
sorry to hear that bro. I know several of my colleagues quit a certain studio due to the mandates. They have smartly, been involved in multiple streams of income so they can do this.

The politician’s protection might have family members that took the clot shot and aren’t to keen on protecting said politician. It would be amusing to see them fear their own protective details.
You can never tell. That’s why the 24/7/365 thing isn’t really possible, IMO.
