It is unclear whether Cuellar is a target of the grand jury or whether he is being investigated for allegations of criminal wrongdoing.

Biden would probably be happy if far left Sylvia Cisneros wins the D primary because Cuellar says he doesn't like Biden's open borders push (but the FBI/DOJ would never do anything political, Honk Honk!). If she lost in the general election, that would be another nail in the coffin, but if she won Biden would be happy.
