I dont believe any of this is about scamming votes. That was just one step in the plan. "Occams Razor" always supplies simple answers for simple people or at least those too naive to accept possibilities.

Those with too serious of health problems will die but getting rid of useless eaters is just a pleasant side effect.

The plan is to get the majority too weak and otherwise incapable of doing anything other than lie in a government issued drawer wishing you were dead. There is a technology that will "help people to overcome their disability" and they will jump at the chance to experience all the joys of life virtually. Dont believe me? Its already happening today.
