Because an American company is easily investigated. The DOJ can't investigate a German company so kickbacks, bribes and payoffs are not a problem.
It's the same reason all our politicians and their families all have businesses in foreign countries like China. How many people do you know with business dealings in China? Ya probably not many but it's incredible how many family members of senators and congressman know how to set up hugely successful businesses in a communist country yet they could not run a lemonade stand in the US.
