I think the reporter meant to say ‘warship’ and not battleship.
GPS satellites operate at over 12000 miles.
That new weapon is likely an anti-satellite missile pretending it is mainly a ballistic missile.
The 25,000 is a weak diversionary attempt to explain away why their missiles have enough energy to reach the orbits of spy and GPS satellites.

Battleship is now used as a generic term for any warship of any type by many—Really Battleships (as a type) are obsolete as Ironclads, and Ships -of-the-Line, Triremes, and Sloops of war. Great in their day, but that day is done. Someday carriers will be obsolete as well, some believe they are now.

I differ with you on the opinion about battleships being obsolete. Perhaps World War Two era battleships are obsolete and I’ll agree. But the role of a battleship in a modern naval fleet isn’t quite yet obsolete any more than destroyers, frigates, corvettes, gunboats, and submarines are obsolete.
I am not an naval architect and will not speculate on what a modern battleship would look like, how it would be armed, and etc. but the experience of the Gulf War should demonstrate that there is yet a place for a big gun capital ship in a modern navy.
I also think a modern battleship would be pretty damned cool !
The extended range allows the missiles to fly over the South Pole where there are no early warning systems.

We can’t afford to lose anything either. The LCS can no longer be repaired by its own crew, for example.
The big gun ship can be replaced by a smaller ship mounting railguns.
Psst - the Russians are in a joint venture with the Indians - who have also demonstrated hypersonic technology.
They’re basing their hypersonics off a Cold War Soviet missile, with lots of upgrades.

Hypersonics are real. We had working hypersonic weapons in the 60s then decided they were a bad idea and destroyed all of them. And then forgot they were a thing.
Modern composites, once they finally catch, do tend to burn well.
The USN LCS ships have more than a few composite parts themselves...
