Nobody else is even close.
A foreigner reported on another forum how he got into lockdown when there was one case in an apartment block. They simply made sure that nobody leaves the apartments and tested everyone, bringing in a mobile lab. I think he said about 4 hours until they released everyone. This type of lockdowns would not have great impact on economy.
