I've lived in several Asian cities. If you are out late (or very early) its common to see businessmen in suits, after a night of drinking, sleeping on a park or subway bench, waiting for an early train. Or women strolling with friends. No one would think of beating and robbing them.Those countries have crime and punishment. Cites like NYC have only crime.

I don’t care how your friend is able to “take care of herself” , what kind of match would she be for an overpowering black male on the loose at 4 am? NYC was “safe” in the 1930s and only again when Rudy Giuliani was mayor . It has never experienced that safety again. I believe it would have it people had voted for Curtis Sliwa but of course they didn’t .
