I’ll see your terrorism conclusion from cars attacking crowds and raise you one. It’s well known that Saddam Hussein attempted and assassinated on the scale of 20 powerful enemies, most in car attacks. Attempting to assassinate George H.W. Bush got him deposed and killed. I’m saying that he conspired to murder Princess Dianna and Dodie Fayed.
In the U.S. we’ve seen a huge increase in “accidents” on our highways and freeways. Having witnessed a few of them I’m saying they were targeted. Nobody drives that recklessly by accident.

In the western world, what percentage of the deliberate ramming attacks were perpetrated by Known Wolves? I can’t recall any that were not (and that includes career criminals).
Solution: Quit tolerating the presence of Known Wolves.

What’s needed to curb this motor vehicle violence is a national registry of all vehicles and their owners with license for the motor vehicle itself and a driving license required of everyone to use it. Then we need common sense motor vehicle laws. Let’s start with a limited number of vehicles per person or address, nobody needs multi car garage full. Then we need common sense regulation of vehicle capability, speed , weight, fuel capacity. And finally some method of keeping children from being injured and killed by requiring the gasoline and the vehicle to be kept under separate lock and key and not stored together.

The defenses against this is pretty well known. A lot of streets in Europe use barriers that are built into the street and will rise up at the flick of a switch. No reason to not have that here on streets that often have crowds on them.

No one needs a vehicle that is any larger or more powerful than a golf cart! When will we enact common sense car control and ban assault SUVs from the road?

Put some slashing blades on the front bumper and grill to maximize the carnage. Then go around looking for a crowd densely gathered outdoors and close to a road. Preferably one with a long, straight lead-in so you can build up a lot of speed before impact.
And don't forget to bring all your guns so once you get stuck you can keep killing until Allah (with the aid of the local police) sends you to your reward.
The obvious implication is that being captured makes you a liability to the cause but suicide by cop makes you a martyr.
They’re expensive front end, but after that, probably not much in long term maintenance. Plus you only need them on a few streets.
