The Broken Windows Theory is probably the greatest anti-crime measure ever invented.

I mean Rudy put this to use in NYC and crime just dropped like a stone. At first he was ridiculed for going after jaywalkers and turnstile jumpers, but it had a chilling effect on the larger crimes.
