Alec Baldwin intentionally, without just cause or excuse, cocked and fired the loaded gun even though the upcoming scene to be filmed did not call for the cocking and firing of the firearm

OK, but what harm was done to the script supervisor that he has cause to sue? Just to make sure to throw liability off him/herself? One of those “emotional anguish” cases? Or has he lost work because of this incident?

He was playing around when he shot them. This was not a scene.
IOW, his actions were not part of the movie, but part of “messing around”. If I was “messing around” with a real gun and pointed it at someone and pulled the trigger, and shot them dead, well, I’d be arrested and tried for, at the very least, involuntary manslaughter.
But that’s just my opinion.

Even if the Colt had blanks in the cylinder, ya still wouldn’t want to cock/aim/fire the weapon at a human. Blanks can cause serious injury or death as well as live ammo.

My question, before whether the gunfire was in the script is; Were the cameras rolling? Was this an official take? Had the Director shouted, “Action!”? Or did Baldwin merely cock the piece and fire it directly at the victim?
