What a stupid headline. It sounds like the parents are angry with the protest. Semiliterate “journalists” and their incompetent editors.

Yes. I first interpreted the headline word “protest” as a noun. But I think the author is using “protest” as a verb.

A good editor would have caught that ambiguity and fixed it. But, apparently, good editors are hard to come by.

I don’t get it. Unless the headline has been changed, there is nothing wrong with it as is. Clearly it says:

Parents not happy with CA student vaccine mandate PROTEST at Capitol.

The parents are not happy about the mandate and they are protesting it. How would you or anyone else here complaining about it reword it?
