I’d guess the denial is correct — if they’d tried this, the first attempt would have taken out a Chinese elementary school or a fishing boat in the southern Pacific.

Translation:

This is true. They want to dominate the world in terms of weaponry. They have no desire to be in any sort of 'race.'

Yes, but our own generals have testified that many of our systems cannot protect against this type of nuclear tipped weapon.

Article says two DOZEN miles. Given that this sort of vehicle isn’t going to move much throw weight, that’s a pretty big miss even with a nuke.

Well, our first satellite launch in 1957 did the same, expect for the orbit part and the 2 miles part.
