With John Hinckley's bullet still lodged in his chest, President Ronald Reagan was rushed to George Washington University Hospital, which is about nine minutes from the Hilton hotel where he'd been shot.
One of the surgeons who met him there was Dr. Benjamin Aaron, then chief of cardiothoracic surgery at GWU. Aaron would go on to remove what turned out to be an explosive "Devastator" bullet from the president -- though they didn't know that at the time.

What is a “Devastater” bullet? I’ve been a shooter and reloader for over 50!years and never heard of this.

There are no explosive rounds available to be purchased by the public.
The 'Devastator' bullets resemble regular.22-caliber hollow points, but the hollow cavity carries a matchhead-sized aluminum container filled with a compound used in cartridge primers. Upon impact, the primer compound is supposed to explode, thus accelerating the fragmentation of the hollow-point bullet.

One solution was the "Devastator," which, IIRC was a .22LR and/or .22WMR with a small explosive charge in a hollow point that would shatter in tissue or on impact with an aircraft skin expending all its energy without deep penetration.
Reagan was shot with a .22. Never heard of ‘explosive’ .22 rounds. Perhaps the writer was thinking hollow points are explosive?
Looks like the Deep State (CIA) supplied Devastator bullets to Hinkley who wasn’t a gun enthusiast nor a hunter.
That’s because he didn’t find ANYTHING. Just cobwebs...
Years ago a classmate had some explosive .22 ammo that a great-uncle had brought back from WWII. They didn't do anything against the backstop on the range after passing through the paper targets. (not that we expected them to)
I wonder if the deep state was operating even then to suppress anyone who threatened their power? President Reagan was that type of man.
Ask Hinkley he should be on the street and available for conversation shortly if not now.
I can remember seeing thesein gun shops in the early 80’s. Also remember at least one review article about them. They were not reliable.
What I remember was what Reagan told the doctors before his operation: “I hope you fellahs are all Republicans.”
Thank goodness Reagan wasn’t shot in today’s world. The woke crowd and Covid Nazi’s would have let him die.

Most likely a polymer filler like Hornady’s Critical Defense that enhances expansion.
