Remember that 'Emergency Funding' the States Needed Last March? Here's What Happened to It

Last March, Joe Biden signed a $1.9 trillion pandemic relief bill. It had cash for taxpayers, for businesses, and — most controversially — $350 billion for state and local governments.

Republicans objected because Democrats at the state level were going to spend the money on non-pandemic-related issues. Most notably, some states like Illinois wanted the cash to bail out their state and local employee pension plans that had been robbed for years by Democrats and now threatened to explode in a massive “pension bomb” that would put taxpayers on the hook for billions of dollars.

Republicans wanted more strings attached to the funding, but Democrats said there was no time, that the states would run out of money otherwise.

But now, an analysis by the Associated Press has found that nearly 7 months after Joe Biden signed the American Rescue Plan, precious little of that $350 billion for state and local governments has been spent.

As of this summer, a majority of large cities and states hadn’t spent a penny from the American Rescue Plan championed by Democrats and President Joe Biden, according to an Associated Press review of the first financial reports due under the law. States had spent just 2.5% of their initial allotment while large cities spent 8.5%, according to the AP analysis.

Many state and local governments reported they were still working on plans for their share of the $350 billion, which can be spent on a wide array of programs.

Though Biden signed the law in March, the Treasury Department didn’t release the money and spending guidelines until May. By then, some state legislatures already had wrapped up their budget work for the next year, leaving governors with no authority to spend the new money.

It’s going to be spent. Actually a lot on infrastructure. In my County they have done much needed deferred maintenance on water lines, etc. It also can be used for Broadband. This should have been the infrastructure bill.

Of course they haven’t spent the money. They are saving this stuff until an election year.

Of course inflation will be tame then, and this injection of cash will have no bearing on an election year economy.

There are rural areas in the Country that cannot get an internet connection. The money will be used to partner with private companies to install high speed internet. These areas would not be places that businesses would ordinarily invest in. That’s where the partnership comes in. Now, you may think that this isn’t the job of government. We are so from that notion. These days, if you want to achieve the aim of Agenda 21 where everyone must live in urban corridors in order to survive, then I can understand why someone would be against it. For example, Yavapai County Arizona is investing all it’s ARPA money to this end. They will be the first County with high speed internet available everywhere in the County. I’m just the messenger.

It can be used to extend broadband systems deeper into rural areas.

When I was building CATV systems in the early 90’s we had to meet a threshold of something like 40 homes per plant mile in order to make it work financially.

If there was available subsidies we could extend it to sparsely populated areas.

New York State got a HUGE chunk and some was used to pay off old debt which Cuomo had racked up. I think it was like $50 million towards the debt part.

If people want internet they can purchase it from Dishnetwork. It is comparable to what you call high speed internet that is offered by the phone companies.

IMO, we need LESS internet, I would stand up and cheer if all telecommunication satellites were eliminated from the sky. It is at the heart of the destruction of human liberty. How you may ask? It is controlled by government, who is controlled by big money. A fascist system that most people seem to worship. There is no negotiating or controlling of these people we elect, or the Tech Oligarchs who have controls of each other. There is only destruction of their system, or mankind is back in the chains of slavery.

No Presidential election, or turning over the House and Senate to Conservatives will fix what is wrong.

There will either be blood, a return of Christ or the world decouples from the internet. It already has too much power and is more like Skynet than we can believe.

It varies by locality—but in many parts of the country it will eventually end up in the hands of political cronies who will pocket the money and do nothing.

The Empire has long passed the time when honest public servants were in charge of anything.
