No, its a common maneuver for senate majority leaders. By voting no he gains some right change sides and repeat the vote once he thinks he's twisted enough additional arms.

They don’t actually have to debate. There was a motion to open debate some time ago (required 60 votes) that passed. Now there has to be a vote to end debate also requiring 60 votes. Most of the time the motion to open debate is a formality. It’s the vote to end debate (cloture) where the wrangling begins.

Every Republican voted and 2 Democrats did not vote - one was Feinstein (D-CA). Can’t figure out who the second one was.

Nevermind...Schumer voted against because the motion was going to fail so he can make a motion to reconsider later.
So there was 1 Democrat (Feinstein) who did not vote and 1 Republican, who I can tell from the list was Ben Sasse (R-NE)

I don’t think, so, unless Congress approves it, they have to wait till the shutdown ends. So they have to work without pay. Difference for this shut down is the law was changed in which everybody will get paid at the end of the shutdown. In the past furloughed workers weren’t guaranteed pay, unless Congress specifically acted.
