The ruling class has used and abused immigration law in order to depress American wages for far too long!
There are no ‘labor shortages’. There are merely jobs that pay too little for people to accept.
That has been the long game all along. Pay people to stay home to create a crisis and then come to the rescue with amnesty and illegals pouring into the USA.
