Yes, but what KIND of labor force is being provided by migrants and amnesty grantees? Not the high-tech, that is for sure. There are only so many grunt labor jobs around, and they are being diminished daily by automation. These migrants (illegal aliens) lack almost totally the skills needed in today’s demanding markets, beginning with the most basic, fluency in English. Most of them are barely literate in their own culture, let alone knowing very much about the broader American culture. They have perhaps only minimal math skills, and nothing about the means or necessary background for doing daily business.

Even those who have been here long enough be become even partially assimilated, those who expect amnesty, are still a clannish, close mouthed underclass, and have not advanced all that far in the normal skill ladders. So they shall remain largely unemployed, because there is just a wider pool of even more qualified American citizens who ae ALSO unemployed at present.

The unemployment problem is compounded by a couple of factors, one of which it is now more profitable, in many instances, to remain on welfare or continue to receive extended unemployment benefits, that to fill any of the multitude of job openings now available. Another is making the places of employment subject to so many new regulations put in place arbitrarily, the even with the backlog of unfilled positions, there is a strong likelihood that these current openings will vanish, and few or no new opportunities will be created.

So as “evil plans” go, this one is kind of crappy.
