Here's a few ideas:

1. Don't leave PPE stockpiles depleted like Obama did to Trump. Replenish them ASAP.
2. Don't be dependent on other countries for PPE or Drug components. Produce them here.
3. When early successful treatments are reported like HCQ and Ivermectin, do fair trails. Not trials designed to fail.
4. Change the legislation that says you can't issue emergency approval for a vaccine if an effective treatment exists. Thus, remove the incentive to deny existing drugs are effective.
5. A lot of red tape was removed from the vaccine approval process. Keep a fast track process available. And put safeguards in place to ensure it doesn't get bloated down again.
6. Block travel from affected countries.
7. Quarantine travelers from other countries.
8. Have multiple companies develop tests. Not just one designated by the CDC.
9. Ensure testing is available and widespread and quick. Not centralized in one location like we ran with for months.
10. DON"T FUND BIOWARFARE CLINICS IN CHINA.
11. Get samples as soon as possible.
12. Go through every decision that was made by the CDC, NIH, FDC and figure out how to do it faster. How to get the information needed faster.
13. Improve the tracking systems and make them more transparent.
14. Improve the Vaccine adverse event systems and make them more transparent and user friendly.
