I’m sure they’ll try. But knowing President Trump he’s going to have proof that he did respond and that he provided all the resources and requested but left it up to the Mayor or Governor to distribute and manage those resources.
He started to catch some hell during the roll out of the shots. Until he showed that he provided everything needed to the governors and it was up to them how they were dispensed.

Looks like the city's emergency management office has at least planned evacuation pick-up locations throughout the city area (better than in 2005), but depends on a 72-hour lead time for evacuations. So, move up the damned timeline!
Unless, of course, the sum total of the city's emergency management office is a website. Which is certainly possible.
I’ll bet LaToya finds a way to get herself into her limo, grab some sacks of cash, and order her driver to get her to high ground in time - preferably near a TV camera and makeup artist.
