Lot to dislike Biden about, but this is a tempest in a teapot. I spent 28 years in the Foreign Service and been involved in two evacuations of Amcits. Biden owns this disastrous withdrawal, but not repatriation repayments.

Repayment agreements for repatriation flights have been the law for decades, as far back at least as 1979 when we used them in Tehran. It is the law. Much ado about nothing. The payments can be waived if the USG deems it appropriate.

This is SOP. In April 2020, I was among a group of US citizens who left on specially chartered flight out of Papua, Indonesia. The State Department secured the plane, paid for the crew, and special permissions, and we had to sign promissory notes. The State Department may not, however, charge more than the average cost of a normal passenger flight traveling the same route. In the case of my flight, the taxpayers, you guys, paid for the overage.
Normally, I would agree, if you go to a dangerous place and need rescuing, you should reimburse the government.
Except, this time THE GOVERNMENT CREATED THE DANGER!
