I went to the Russian Embassy in Kabul trying to get a visa. Because I was with the UN I was taken to special back entrance, and then put at the front of the line ahead of hundreds of Afghans. It was very intimidating inside the embassy. Since I was going for personal reasons I got no help. I wouldn’t want to deal with those Russians again. I later realized I should have created some “official business” in Russia and then I would have been helped.

So I wouldn’t expect help from the Russian Embassy.

Repayment agreements for repatriation flights have been the law for decades, as far back at least as 1979 when we used them in Tehran. It is the law. Much ado about nothing. The payments can be waived if the USG deems it appropriate.

See my post #114. This is SOP. Such agreements are signed almost every day at US Consulates around the world when destitute Amcits abroad have their repatriation fights paid for by the USG. It is the law. No doubt these costs will be waived.
