Repayment agreements for repatriation flights have been the law for decades, as far back at least as 1979 when we used them in Tehran. It is the law. Much ado about nothing. The payments can be waived if the USG deems it appropriate.
If so thanks for posting. Seems publicizing it now inappropriate when they can’t get them out.
