A bill aimed at converting commercial properties into residential ones was quietly signed into law late last week by Gov. Andrew Cuomo.
The measures is meant to increase housing options through a targeted effort. Distressed hotels, shopping centers, and other commercial buildings could all be converted into much needed housing.
Throughout the state there is a lack of affordable, and even median income housing. It’s part of the Housing Our Neighbors with Dignity Act.

Malls have natural light down the main hall, but the stores have no windows. The cost of running plumbing and electrical, and blasting windows through the concrete walls, is not worth it.
Malls are creepy places anyway.

What we call the “homeless problem” is actually a nental illness/drug addiction problem.
The fact that these people don’t have homes is a symptom not a cause.
We use to have YMCA’S for single men.

The problem converting malls is most stores don’t have water hookups. But once you plumbed the building you could have a pretty sweet luxury apartment building with common space for activities. Plenty of hotels already do long term. Lots of stories of rich retirees who basically turned a hotel penthouse into a retirement home.
The cheap, beaten down hotels in the city have been being used as homeless shlters since Covid began, the state and/or city has already been paying rent for the homeless at those hotels

Sure, they’re called tenements.
Great Society, a fine book by Amity Shlaes covers the failed attempts to building housing projects for the poor which in the end the poor demanded the government tear them all down. Deadly dangerous entrances and hallways with armed drug dealers fighting over turf and customers.

It would really reduce the tax revenues so most municipalities would have to find an alternate source. No doubt some sort of fee would be levied say an impact fee based on increased traffic and road usage or an education fee for the impact on schools.
