Bill Would Regulate Most Semi-Auto Rifles Under NFA

Legislation introduced in Congress this month would require any semi-automatic rifle that has the capacity to accept a detachable magazine to be registered under the National Firearms Act.

The bill, H.R.4953 {To amend the Internal Revenue Code of 1986 to subject to the requirements of the National Firearms Act any semiautomatic rifle that has the capacity to accept a detachable magazine.}, was filed last Friday in the House by U.S. Rep. Ted Deutch, a Florida Democrat who is outspoken in his support of gun control measures.

"Congress passed the National Firearms Act after the 1929 Valentine's Day massacre to tightly regulate certain machine guns & shotguns," said Deutch on social media Friday, going on to say, "It's time to update this law & regulate the weapon of choice in mass shootings: semiautomatic rifles."

Lacking from the Congressman's talking points is the fact that FBI crime statistics for 2019, the most recent year available, list rifles of all kinds as the type of weapon used in 364 of 13,927 tracked homicides across the country, or in about 2 percent of cases. By comparison, knives were used in 1,476 cases, or more than four times more often, while bodily weapons such as hands and feet were used in some 600 cases. Non-firearm/cutting weapons such as rocks and blunt objects were used in 1,593 cases.

Semi-auto rifles are extremely popular on the American firearms market at all levels. First seen in domestic production with the Winchester Model 1905 – which used a circa 1901 patent – such guns have been available for well over a century. The follow-on Winchester Model 1907 was marketed with detachable 5-, 10-, and 20-round box magazines at about the time Theodore Roosevelt was president. Estimates are that the AR-15 and similar semi-automatics dubbed Modern Sporting Rifles by the NSSF, account for an estimated 19.8 million rifles in circulation, lending concrete numbers to the argument that such guns are in common use.

H.R. 4953 has been referred to the Democrat-controlled House Ways and Means Committee and has eight co-sponsors.

There are definitely some things I wouldn’t count on this court for at all, but 2A cases? We’ve got Thomas, Gorsuch, Alito, Barrett, and Kavanaugh. Roberts will sign on to their opinions if it enables him to moderate them (i.e. restrict the scope and impact). With Ginsburg no longer part of the court, I see an easy 5-4 and a more limited 6-3 in any 2A case.

Right, and Kavenaugh signaled that he would NOT be on-board with the CDC ruling that evictions were banned during Covid.

And yet, Biden ignored that and did it anyways.

If the text you posted is accurate, it would put all of those who ignored state registrations and bans in the position of being forced to self incriminate themselves at the state level in order to comply with this federal law..

Not sure what the implications might be at the State level, but Haynes vs. US precludes felons registering firearms on the grounds of 5th Amendment protections.

Nothing is faster back on target than a semi auto .22 rifle.

Hell, the sights/scope never leave the target allowing for a very rapid rate of fire <1 sec.

You can shoot a man in the eye at 50 yards, then shoot the other eye before he hits the ground.

(and it still may not kill him)

It’s NOT my weapon of choice, but I can see the utility.

The other is the 9mm carbine with 14in barrel and detachable magazines you can share with your favorite pistol. Conceptually, it’s the perfect weapon for women and kids who can shoot and want to help out. Hell, I could see utility for myself with one of those.

Both highly under rated.

Thing is, machine guns and submachine guns were nowhere near as widespread when the NFA was passed as semi-auto rifles with detachable magazines are now.

Requiring 10s of millions of citizens to jump through the hoops to satisfy NFA requirements and pay the $200 (I’m surprised the bill doesn’t raise the tax) to keep what one has legally possessed for years would likely face massive non compliance.

That is from a paper referenced by one of our fellow Freepers.

In America, dis-arming will not work, I will become a “criminal” and feel free to act as such, if my Governments become a threat. NFA registration is the same as dis-armament.
There will be a big business in REAL assault weapons at that point. Cartels will be glad to supply the market.
