It’s the same with employers demanding proof of vaccination as a condition of employment. That’s already in place.
NYC and Los Angeles are on the record with new ordinances to require vaccine passports to enter retail businesses, entertainment venues and the like, with the enforcement handed to the private businesses. Those will be enforced with crippling fines and loss of business licenses. Once you lose the right to legally operate your business, you will thereafter lose access to credit card processing and the rest of the financial system.
The effect is to divide resistance so that the collective power of the state is directed at individual actors.
This is the same game plan that was used during the Obama administration against FFL’s, just expanded to a broader purpose. That’s the game, and figuring out effective means to resist is critical. And no, I don’t have a bunch of great ideas.
I would suspect that provision is directed at disarming a targeted group of individuals, rather than a mass of people.
That does not make it nothing to worry about, but it’s important to understand the nature of the threat. That said, I don’t know that anyone’s given this a great depth of thought, so there’s a lot of room for further discussion to try to clarify just what the Governor is up to with this.

If this EO is specific, and limited, what were the EO’s that Biden essentially avoided and dismissed virtually all Federal immigration laws on the books, and has led to the complete breakdown of the southern border of the US?
The problem is not in the wording of the EO, it is its potential to be distorted and misused, and for established law to be ignored. If we are witnessing the collapse of the rule of law, how laws are written is past any relevancy.
A clear example would be the idiotic response Red State election integrity legislation has received from the corrupt Democrat Party, regardless of wording or intent. The Democrats do not follow laws or care one bit about repercussions, if those laws do anything to interfere with their totalitarian agenda.
E/O’s are often abused. Biden and Obama are prime examples of doing such. I don’t see that here. I am strongly in favor of their being a time limit on any E/O’s even good ones. Which then have to be approved by legislators and in a good many cases directly by the voters.
That would still leave them as quasi-legislation. They should only be used as clarification to the bureaucracy on passed\signed legislation. They need to expire with the administration issuing them and be renewed by the incoming administration or turned into legislation. There should be no legal jeopardy for citizens in an EO, if there is it needs to be turned into legislation.

So basically you can get your nose swabbed by a National Guard medic instead of a nurse if things get really bad.
We had a similar situation here in New Hampshire. National Guard medical staff were helping out at vaccination centers. No big deal, we got to meet some young people who were helping out the other nurses. They were far from threatening in any way.
Typically that would refer to things like a COVID testing or vaccination facility set up temporarily in a parking lot somewhere. In New Hampshire examples were the New Hampshire Motor Speedway, used for vaccinations, and the vacant Sears store in a mall near Portsmouth NH used for vaccinations.
Due to the over regulated nature of the medical business there are often regulations which define where doctors and nurses can provide medical care.
The elections of 2020 do not need to be canceled. They will be stolen. I’ve seen really nothing to indicate that what happened in 2020 isn’t going to happen again.
Honestly, what difference does it make what polls say or what the people want if you can manufacture votes as you need them? Every time that President Trump had a commanding lead in certain States, there was a massive vote dump of a hundred percent Democrat votes. I Would Like somebody explain to me why they think that isn’t going to happen next year.

Read the order and you will see that it refers to statutory definitions for those two conditions. The people making the evaluation can not just pull it out of their assess.
