The U.S. government will let the nation's highway infrastructure crumble to sh!t before they ever implement something like this.
The reason for this is simple:
1. Americans want to be able to travel wherever they want but don't want to spend money on anything that doesn't translate directly to a tangible service that benefits them personally (like an airline ticket).
2. Infrastructure is a very low priority for most people because they don't want to invest a penny in anything that's still going to be there after they are gone.

If they gave a damn about efficiency, the gasoline, licensing, and other taxes (commercial trailer taxes) are more than enough to take car of the roads. But, when it’s not your money, you don’t give a damn. What we need is a good Tax Revolt!

I've been telecommuting for more than 15 years and my "new" car is a 2008 with 35,000 miles.
I can't imagine that all the newly-liberated work-from-homes are going to be anxious to go back to a daily commute.

Well, it makes a lot of sense to apply such a thing to electric car since they don’t pay any gas taxes. If they’re getting their electricity from the wall then they’re going to need to pay some sort of a per mile tax in order to pay their fair share for road building and maintenance.
