Not exactly or even close. Thanks to the VC’s stupid fight and losses at Khe Sanh and their TET offensive they were decimated so bad that they were absorbed into the NVA. They ceased to be an independent fighting force. At the end of the war the VC only had a small office in Hanoi. That was all that was left of them.
