If a government can dictate what forms of protections that we, The People may have, then what happens when/if that government turns radical?

Tench Coxe, a member of the second rank of this nation's Founders and a leading proponent of the Constitution and the Bill of Rights, wrote prolifically about the right to keep and bear arms.

Coxe described the Second Amendment as guaranteeing an individual right, and believed that an individual right to bear arms was necessary for self-defense and hunting, as well as for militia purposes and protection against oppression by large standing armies.
(Yes, even our own!)

As civil rulers, not having their duty to the people duly before them, may attempt to tyrannize, and as the military forces which must be occasionally raised to defend our country, might pervert their power to the injury of their fellow citizens, the people are confirmed by the next article in their right to keep and bear their private arms.

If Chipman is approved as the ATF director, he will follow the game plan used by ATF in 1989 under POTUS #41 GHWB after the Cleveland Elementary School mass shooting in Stockton, CA, where ATF used the GCA of 1968 to ban the importation of "semi-auto assault-style" rifles because they were not for "sporting use". Of course the same rationale was used in the AWB of 1994 of domestic semi-auto rifles but the DemonRats could not get enough GOPs to sign on board so they had to settle on a 10 year sunset provision. This go-around ATF will apply the GCA of 1968 "sporting use" definition to ban the commerce of all domestic-made semi-auto rifles. If enough hell is raised by citizens, like was done with the stabilizing brace in 2020, maybe this move could be blocked.

The option of Congress re-classifying all semi-auto rifles as Type II firearms would make them subject to the NFA of 1934 with all of its restrictions, i.e., Form 4 put into a national firearm registry, $200 tax, year-long background check, etc. This could be applied easily to new purchases. It becomes more problematic if it is grandfathered. That would require citizens to step forward and register their semi-auto rifles - something most owners in NY and CT refused to do in 2013 after their states passed laws to require registration after the Sandy Hook Elementary School mass shooting in 2012.

Which leads us to how else Fedzilla could identify semi-auto rifle owners. As John Lott Jr. has stated, all Congress has to do is pass a law nullifying the clause in the FOPA of 1986 which prohibits Fedzilla from establishing a national firearm registry. Cancel that clause and ATF agents will swoop down on all of the FFL dealers and seize/ copy their cache of ATF Form 4473's. Since 1991 ATF's National Tracing Center has already developed a firearm registry of guns used in crimes. And ATF has been adding Form 4473's from defunct FFL dealers into their Out of Business Records Center since 1991. So the groundwork for a national firearm registry is in place.

With a national firearm registry in place, the window to fight back against registration before enforcement by Fedzilla will be short. This window pertains to those owners who possess semi-auto rifles which do not have a current Form 4473 with their name on it, i.e., they were legally "transferred" in private transactions. They are the citizens that Fedzilla must identify, and it will be a challenge.

You have listed some of the enforcement tools that Fedzilla could apply on those owners who refuse to either re-register their semi-auto rifles or surrender them if a ban on ownership is enacted. A simple approach would be to weaponize the IRS and turn them loose on owners' financial assets. Few could withstand that kind of pressure.
