Those of us in rural flyover country started doing what we wanted last mid Spring. Tossed those masks. Doubt that will change. Kids will be going back to school fairly soon, no masks, no distancing, just like late last summer when they first went back.
Cities and suburbs are a different story. They have a bigger bureaucracy and more LEO than us.
I'd guess he'd come down on the side of totalitarian government. But by the time it gets there it probably won't matter anyway because there aren't many people who can do without the paychecks for 6 months.

Last year at this time, I was driving 45 miles to Iowa to shop so I could escape Illinois’ stupid mask mandate. Many of my conservative friends said, “What’s the big deal? It’s just a mask.” I told them it’s not just a mask. It’s a dangerous step toward an overreaching government. I warned them that such things as mask mandates and lockdowns would lead only to more government control, like mandatory vaccines. They said I was overreacting, and that the US would never reach THAT point. Well, I give you today’s decree from Biden.
People don’t understand how tyranny works. When you gradually surrender freedom after freedom, you will soon have no freedom.
