I think it had its genesis by being a typo in one of those old low-resolution heavily pixelated games. I believe it was supposed to be "owned" but was typo'd as "pwnd" (sort of like "all your base are belong to us"). I think it is pronounced so as to rhyme with "owned".
As to the "69", how is that even obscene in a world with "pride month", Cardi B and her "WAP" on live TV, drag queen story hour, Deniro yelling "F*** Trump" on live TV, commercials with women shaving their pubic area, etc?

I saw PB4UGO here in NC on a Tahoe with a bunch of those little stickers on the back window showing a dad, mom, 4 kids a dog and a cat. As one of six siblings, I got a good chuckle.
When I worked at MHMR, our department secretary parked her truck backed into the space with the tailgate against the building-because the license plate on it read EAT69-and not someone’s vanity plate, either-the same one that was on it when she bought the truck-everyone thought it was hilarious, but I can see her not wanting to park at the grocery store, mall, etc. This was in the mid-70’s, when most people still had a sense of humor for adult jokes and such-I’m sure today some Karen or BLM type would toss a Molotov cocktail into her truck with that plate on it...

My friend had a vanity plate PHart, his name. It was offensive...a few years later...
