Eisenhower took advantage of a different set of laws called the Enforcement Acts which were passed in 1870-71 and which protected African-Americans' right to hold office, serve on juries, vote, and receive equal protection under the law. The Enforcement Acts specifically allowed the government to use troops to enforce the law if state governments did not act to protect those rights.
While the article isn't that detailed, I don't believe the protests that Trump was telling Milley to handle had anything to do with juries, voting, or equal protection. So under the Posse Comitatus Act Milley couldn't send the troops in. that protected African-Americans’ right to vote, to hold office, to serve on juries, and receive equal protection of laws.
I voted for him twice, but he does not deserve another term if there is anyone else running for the GOP nomination who has any real savvy and hard-nosed commitment to conservatism.
Something is happening here relative to Gen. Milley. First he gets hit with the CRT ‘jab’ which he counters (sort of). But he takes a position. Then he gets flattened with this Axios article getting into shouting matches with his (then) Commander-in-Chief.
I don’t know when Gen. Milley’s term is up but he probably should be lining up his retirement job now.

Less divided?? Without minimizing today’s obvious divisions the War and assassinations and the racial violence and threat of violence made the 60s a very divided and disturbing time. So much so that a President who had won 60% of the vote in 1964 found himself literally hounded from office.
