The waves from the Baker test at Bikini atoll, a ~20 kt warhead (handwaving), 3.5 miles from shore, started at 94 feet high, and were only 15 feet high by the time they reached shore 3.5 miles away.

And how many cities can a US Ohio class boomer take out?
24 missiles x 8 MIRV warheads so about 200 CITIES per submarine.
