Lemoore, California has declared a State of Emergency following the deadly explosion of a 1.5 million gallon city water tank. Surveillance video shows the moment of explosion from several angles.

Check out last paragraph. Reads to me like SCA's version of OSHA, not Fedzilla's? In either case, since we're talking CA, bet there will be a coverup.

The family of the dead man will either get screwed or paid off depending on whether or not officials can succesfully blame him for everything, and the locals can just embrace the suck.

Ground water can have hydrogen sulfide in it and its heavier thsn air. It would build up in the tank because it wont reach the vents. Very deadly and flammable. The tank was not purged with fresh air and tested for explosive gasses properly if at all. Thats basic confined space training. Among other things, Im a former confinded space rescue team member.

Hydrogen sulfide is often produced from the microbial breakdown of organic matter in the absence of oxygen gas, such as in swamps and sewers; this process is commonly known as anaerobic digestion which is done by sulfate-reducing microorganisms. H2S also occurs in volcanic gases, natural gas, and in some sources of well water. The human body produces small amounts of H2S and uses it as a signaling molecule.

Are those holding tanks getting the water from wells?

Yes, that tank was filled by well water and was being repaired due to leaks. maybe from corrosion.

It appears from the video that the tank was empty. Which would have provided a large collection tank for the H2S. I can see the problem. Unfortunately, this is more common than you think in repair work on petroleum storage tanks. When they are emptied, there are always residual gases that can be a problem.

Lemoore City Manager Nathan Olson says the contractor was about to start welding on the tank when there was a mechanical failure.

That will not last long as an excuse. The flame from the gas ignition is clearly visible. They must not have checked for gas as required by a hot work permit.

The tank would also have been a Permit Entry Confined Space.

According to the article, the tank contained 1.5 million gallons of water.

Capacity of an empty tank is the same as a full tank.
