A spokesman for Rep. Donald Payne (D-NJ) confirmed to Breitbart News Thursday afternoon that the congressman was indeed the representative seen on a Zoom meeting with colleagues wearing a Captain America T-shirt and boxer shorts.
The video, which was shared by Rep. Beth Van Duyne (R-TX), Rep. Matt Gaetz (R-FL), and others, appears to show an internal Zoom video of a meeting of the U.S. House Committee on Homeland Security to consider the department’s budget request for Fiscal Year 2022.

My home office is in the basement. It needs to be about 90 degrees outside for me to even wear a short sleeve shirt. While I’ve dressed down for a couple things, never to the level of not wearing pants.
We’ve known for a long time that Congress is populated with liars, thieves and perverts. Now they’re throwing it in our faces.

What a slob! I never did a Zoom video call, but depending on the meeting (for instance, if I was Zooming with President Trump, I’d be in a suit and tie) I’d wear nothing if I Zoom a nudist conference... 🤓
He had to rock back and forth in the chair to gain momentum to get out of the seat! 🤣😂🤣
I’ve been working from home since a year ago last March. I’ve made it a point to shower and dress for work every day.
I start work at 6am so the shower helps wake me up. I don’t dress to in office standards (collared shirt) but am at least Friday casual (clean t-shirt and jeans) I do this even though I don’t have a camera and my callers/users can’t see me.
I will admit to missing a shower one day, and have taken a few early calls/chats while still putting on clothes. But I am dressed.
There is no excuse for a US Congressman to attend a video meeting in a t-shirt and underwear. My customers and teammates can’t see me, his colleagues can.
Other “public servant” watching:
“Geez, I didn’t know we were supposed to dress up like Payne. I’d better put on pants. Darn, they’re in the wash.”

And thanks to the voters in Newark, East Orange, Irvington, Orange, Roselle, Hillside, and a couple of other cities you don't want to frequent at night - or daytime for that matter - one of his kids will inherit the office after he's gone.
I’m the only person in my office who still wears a long-sleeved shirt every day. I only wear short sleeves on Saturday when I am running errands to Costco, Home Depot, etc.
My current position engages daily with construction workers and builders.
Thus, dressing too nicely is a negative. Jeans, a company polo and workboots are my norm.
