The polymerase theta transcription discussed in this article occurs only within the cell nucleus. This is a barrier that prevents RNA from passing into the nucleus from the outside cell protoplasm without specific transfer enzymes that only work in one direction.
The mRNA vaccines are designed to enter the cell membrane but not the cell nucleus. The mRNA is transported to the ribosome to generate the intended antibody protein. No DNA is involved in this process and any mRNA that is not consumed by the ribosome is metabolized and eliminated.
Eukaryotic reverse transciptase has been known for quite a while. So yes, eukaryotes including mammals can make DNA from RNA. The question for the vaccine is whether humans make sufficient quantities to change the genome and incorporate mRNA from the coronavirus.
