Anyone who abuses an animal needs to suffer the exact same abuse as punishment along with an appropriate jail sentence.
Animal abusers are a small step above child abusers.

Iguana are an invasive species why would it be against the law to kill them?
From videos I’ve seen, Florida appears to have an iguana infestation. Why the heck would this guy get punished for killing one and why would they spend money to have an autopsy done on the thing..........Sounds pretty stupid to me.
He looks like an iguana. Maybe the thing thought he was trying to mate.

So the cruelty was by the animal control officer for keeping it alive and suffering.
the tl;dr summary on this is the iguana was in the street, the man tried to pull it out of the street to save it, the iguana bit him hard, he drop-kicked it.
If he tortured it, I’d hold him for evaluation for institutionalization. Other than that I’d have to see the report or footage. These are known pests but so are psychopaths.

........lol, it appears that half the freepers this morning are for the Iquana and half for the man. I think I will come down on the side of “intent”. Was the man torturing the lizard? If so, that’s not something I would support and so he should go to jail for say 30-45 days. Around here, the Sheriff, who has absolute control of the jails, would let him out in 1/3 of that time on good behavior.
If on the other hand he was trying to help the Iquana get out of the road, the prosecutors should go do something else.

But according to this article Florida has an iquana problem and the state encourages homeowners to kill them.
