These guys are the rankest of amateurs. Blinken is Biden’s long time flunky and has no clue whatsoever any more than Biden does as to international relations.
Trump or Pompeo would never have made such a gratuitous and insulting “warning” to the Russians, especially in public.
Furthermore they would have expected, as would any reasonably perceptive person, that Russia would develop their military assets in their northern reaches. This would have been no surprise and no implied threat if we had people who knew what they were doing.
