During the rocket launches back in the 60’s they would track the rockets paths.

If we could do it then how can they not do it now?

Radar *is* tracking it, but due to the tumbling and bouncing off/being deflected by the atmosphere at random angles as a result, the path is not predictable.

Tracking means you know where it is and where it was. It does not necessarily mean that you know where it is going.

That would be the worst possible place. Imagine what kind of biological agents would be released upon the world.

Now seeing it possibly started breaking up over Oman and went into the Indian Ocean...

Someone posted video of it up, with trail, over Oman - so probably Indian Ocean is where it touched down

That would be no. We actually have privately owned non-governmental space radar in several countries now due to the increasing commercialization of space. Civilian radar can now pick out things the size of a child’s lunchbox in orbit and there is pretty much complete coverage of anything that’s actually in low to high Earth orbit.

There are, however, still some gaps in coverage the closer you get to the earth due to lack of land surface to put a radar on. The 60s manned missions were usually planned to maximize coverage by terrestrial stations as the craft came down from orbit.
