Around the same time, NASA is sending up a rocket to disperse Barium (8 PM EDT tonight). Perhaps the ascending NASA rocket will hit the descending Chinese Rocket, and cancel each other out.

Given that I have seen time windows if +/- 6-12 hours, it is silly for Italy to worry about it now.

I don’t get the “6 hour time window” thing. In six hours, an object in NEO object completes about four orbits.
Perhaps they are thinking that the orbits during that six-hour interval pass over Italy at some point, but it’s a matter of probabilities other than that.
In the east-west direction, southern Italy is only about 100 miles wide at most, which only takes about 20 seconds for an object in NEO (Near-Earth Orbit) to cross. Just as a mental calculation, 20 seconds is about 1/270 of (the orbital period of) 90 minutes, which gives a probability of 0.4% that any given chunk of the rocket will land on Italy.
Yup. But two points: (1) some of it may have not been carelessness but rather intentional; (2) the only nation who could force them to pay is the US, but with Xiden (an actual Manchurian candidate IMHO) as President that’s unlikely to happen.
