Since Biden does in fact claim a goal of reducing greenhouse gasses by 50%, the whole issue here hinges on two factors. The first is what his plan specifies and what would be the result, intentional or not.
There are only two ways to reduce carbon emissions. One is by technological means that would allow existing activities to continue at the same level, or curtailing activities to reduce energy demand. Increased reliance on nuclear power generation, more fuel efficient modes of transportation, increased insulation to reduce heating and cooling, etc. are examples of the former. Rationing auto use and charging confiscatory tax rates over an allotted quota of miles driven per year, banning jet flights under say 300 miles are examples of the latter.
If technology cannot allow the goal to be met while maintaining the current levels of activities then those activities will have to be curtailed. It’s well known that the consumption of red meat is in the crosshairs of the eco freaks. It all depends on the meaning of “is.”

It’s actually directly out of government policy documents based on an international treaty that was never ratified (1) and other international agreements starting with one in 1992 signed by Bush. BTW. the international treaty that the Senate refused to ratify was the UN Convention on Biological Diversity. Clinton issued EO 12852 which directed that a commission be established to find ways to implement the treaty provisions into domestic policy. The Presidents Commission on Sustainable Development did exactly that.
The UN deemed high meat intake “not sustainable”.
