Only it will be to keep people in with the guns pointed inwards. Like the Berlin Wall/East-West Germany.

There is nothing stopping Texas from building a second wall that is set back 1/8th mile from the border. Cheap, easy and dual use.

They could make the wall wide enough for 2 opposing lanes and call it a "highway" and get federal grants for it. It could be made of two concrete panel walls with rammed earth between them.
